Pakistan Targets Up to $100 Million Through First DPR Programme

Pakistan is set to access up to $100 million in foreign currency financing through its first Diversified Payment Rights (DPR) Programme, following the signing of a project agreement between the International Finance Corporation (IFC) and Bank Alfalah Limited.
 
The initiative is designed to mobilise long-term foreign currency funding against eligible future foreign-currency payment flows, helping Pakistan diversify its external financing sources and improve access to international capital markets.
 
The initial transaction will target financing of up to $100 million, with potential for additional transactions and broader participation from international institutional and private investors, depending on market conditions and the performance of the first programme.
 
Finance Minister Muhammad Aurangzeb highlighted the importance of developing innovative, market-based financing mechanisms and reducing reliance on traditional sources of foreign currency funding.
 
The government, State Bank of Pakistan (SBP), IFC and Bank Alfalah worked together on the regulatory, policy and technical framework required for the transaction.
 
The agreement represents a milestone for Pakistan’s debt capital market and external financing framework, while potentially creating a model for similar DPR transactions by other Pakistani banks in the future.
