Prime Minister Shehbaz Sharif has directed authorities to implement a nationwide digital monitoring system for petroleum products, using advanced technology to track the entire fuel supply chain from ports and refineries to petrol stations.
Chairing a high-level meeting on reforms at the Oil and Gas Regulatory Authority (Ogra), the prime minister instructed officials to establish an integrated monitoring mechanism, similar to the Federal Board of Revenue’s (FBR) technology-based platform, to improve oversight of fuel imports, refining, transportation, storage and retail sales in real time.
The initiative aims to curb fuel hoarding, supply disruptions and profiteering while enhancing transparency and strengthening enforcement across the energy sector.
Sharif also ordered a comprehensive restructuring of Ogra, directing that experienced private-sector professionals be appointed to key positions through a transparent, merit-based process. He reaffirmed the government's commitment to supporting the regulator's reforms and warned that consumer exploitation and corruption would not be tolerated.
The prime minister further called for stronger coordination between regulatory bodies and ministries, along with the timely implementation of refinery upgrades under the government's approved refinery policy.
During the meeting, Ogra Chairman Nabeel Ahmad Awan highlighted the regulator's ongoing digital transformation, including a national monitoring dashboard, tanker track-and-trace system, depot telemetry, the Rahguzar mobile application, digital sales reporting at petrol stations and a central monitoring cell. He noted that these tools had already improved oversight of petroleum movement and helped identify fuel hoarding and regulatory violations during a July 2026 enforcement campaign.
The prime minister endorsed the reform agenda and directed officials to make the digital monitoring system fully operational as soon as possible to ensure uninterrupted fuel supplies, greater transparency and fair pricing for consumers.
