Karachi Chamber of Commerce & Industry (KCCI) President Rehan Hanif has opposed the proposed Fuel Charges Adjustment (FCA) of Rs2.5182 per unit for July 2026 and urged Nepra to reject an anticipated Quarterly Tariff Adjustment (QTA) of around Rs1.34 per unit.
Hanif warned that if both adjustments are approved, electricity bills in September could face an additional burden of nearly Rs3.86 per unit before taxes. He also pointed to the expiry of the existing negative QTA relief and the positive FCA already applied in August, which could result in a significantly larger month-to-month increase.
He said repeated tariff increases could further pressure Pakistan’s industrial sector, particularly small and medium-sized enterprises that cannot afford large investments in alternative energy sources.
According to KCCI, CPPA-G’s July data showed actual fuel costs of Rs9.6112 per unit, compared with a reference cost of Rs7.0929, resulting in the proposed Rs2.5182 FCA. Nepra is scheduled to hear the FCA request on August 27.
Hanif questioned the use of unrealistic reference costs, arguing that inaccurate forecasting could repeatedly shift additional costs onto consumers.
He also raised concerns over the power sector’s circular debt, which increased by Rs61 billion during FY2025-26 to Rs1.675 trillion, despite a major restructuring arrangement involving Rs1.225 trillion in bank financing.
KCCI called for greater transparency in power-sector receivables and demanded an independent technical and financial audit before approving further tariff adjustments.
Hanif warned that higher electricity costs could undermine industrial competitiveness and export growth, particularly as Pakistan recorded a $3.978 billion merchandise trade deficit in July 2026.
KCCI has urged Nepra to reject or substantially reduce the proposed July FCA and withhold the QTA notification until the underlying costs and inefficiencies are independently reviewed.
