Govt Opens First 400MW Competitive Power Auction

Pakistan has launched its first 400MW wheeling auction under the Competitive Trading Bilateral Contracts Market (CTBCM), allowing large industrial consumers to purchase electricity from power producers of their choice rather than relying exclusively on their local state-owned distribution company.
 
The Independent System and Market Operator (Ismo) has invited proposals from potential participants, with submissions due by November 20, 2026. The initiative marks the first phase of a broader plan to auction 800MW of electricity over five years.
 
Each participant will be subject to a cumulative allocation cap of 160MW, while the first auction will offer 400MW with a 20% limit for each participant.
 
Power Minister Awais Ahmad Khan Leghari said the move represents a shift away from the traditional single-buyer model and that the government intends to gradually exit direct electricity procurement.
 
Under the new framework, power generators and consumers will be able to enter into electricity transactions directly through a competitive market. The system will initially focus on industrial and large consumers, particularly those using more than 1MW.
 
The government expects the competitive market to expand over time, giving consumers greater choice and potentially allowing even smaller users to select electricity suppliers in the future.
 
The development comes alongside the government’s broader power-sector expansion plans. The proposed IGCEP 2025-35 envisages adding 26,045MW of generation capacity while retiring 2,577MW, taking total installed capacity to 62,657MW. The plan carries an estimated generation investment requirement of $47.08 billion, while planned transmission investments could require another $10.65 billion.
