Customs sets new import values for multiple goods

The Directorate General of Customs Valuation, Karachi has issued revised customs values for the import of glassware, porcelain ware, stoneware and decorative items from several countries, including China, Iran, the UAE, Malaysia, Thailand, Egypt, South Korea, Indonesia, Türkiye, Saudi Arabia, Europe, the US and Canada.

 

The new valuation ruling follows a review process initiated after both importers and local manufacturers challenged Valuation Ruling No. 03/2025 under the Customs Act, 1969. The matter was subsequently remanded by the Customs Appellate Tribunal for a fresh determination.

 

During consultations, importers argued that existing customs values were higher than prevailing transaction prices and sought a downward revision. Local manufacturers, however, opposed any reduction, saying higher values were necessary to curb under-invoicing, protect government revenue and ensure fair competition.

 

The Directorate examined export data, customs documents and market prices before finalising the revised values. According to the valuation exercise, market prices for porcelain ware sets ranged between Rs19,500 and Rs38,000, with an average price of around Rs1,500–1,600 per kilogram, while profit margins in the trade were estimated at 40–45%.
