China has relaxed refined fuel export restrictions for a second consecutive month, granting refiners temporary approval to export 2.7 million metric tons of fuel in August to destinations excluding Hong Kong and Macau, according to industry sources.
Sources also said refiners will be allowed to carry forward part of their August export quotas into September, providing greater flexibility due to the limited time available for spot sales.
