Pakistan, Saudi Arabia and Türkiye have moved to formalise their collective defence cooperation under the Makkah Agreement for Joint Defence, with the three countries agreeing to establish a permanent secretariat in Saudi Arabia.
The new framework, referred to as the Makkah Defence Alliance, will be headed initially by a Secretary General from Pakistan, who will serve a three-year term.
The decision was taken during the inaugural meeting of the Strategic Political and Defence Committee in Istanbul, attended by senior political, defence and military leadership from all three countries.
The alliance will focus on strengthening collective deterrence, defence coordination, military readiness and cooperation among the armed forces. The three countries also agreed to expand collaboration in the defence industry, joint technology development and production.
Türkiye's Foreign Minister Hakan Fidan said the framework was not directed against any specific country and would operate on principles including respect for sovereignty, territorial integrity and non-interference.
The three founding members are also working on a roadmap for the potential admission of additional countries, raising the prospect of the arrangement eventually developing into a broader regional security framework.
