Minister of State for Finance Bilal Azhar Kayani has termed the government’s small shopkeepers, or retailer, tax scheme one of the simplest tax initiatives introduced in Pakistan, urging small traders to register and become part of the formal tax system.
Speaking at an awareness session held at the Federal Board of Revenue (FBR) headquarters, Kayani said the scheme had been developed under the direction of Prime Minister Shehbaz Sharif and was designed to make tax compliance easier for small retailers.
The programme offers simplified registration, flexible payment options and a tailored tax framework for small shopkeepers.
FBR Chairman Rashid Mahmood Langrial said registered retailers would be able to settle their tax liability through a 1% turnover tax. He also said registered traders would receive green plates, intended to provide protection against unnecessary scrutiny by tax officials.
However, Langrial warned that traders who refuse to cooperate with the scheme could face legal action.
During the session, FBR officials demonstrated the scheme’s digital registration and tax-payment system, including a dedicated web portal and mobile applications for both iOS and Android users. Traders were also briefed on registration procedures and tax calculations during a question-and-answer session.
Trade representatives welcomed the digital mechanisms and expressed support for continued consultations with the government.
The session was attended by senior FBR officials and representatives of major trader organisations, including All Pakistan Anjuman-e-Tajiran President Ajmal Baloch and Markazi Tanzeem-e-Tajiran Pakistan President Muhammad Kashif Chaudhry.
The government is positioning the initiative as a simplified route for bringing small retailers into the formal tax net while reducing compliance-related complexities.
