The Federal Board of Revenue (FBR) has eased its packaging requirements for certain confectionery products by relaxing the mandatory printing of retail price and sales tax on individual items where compliance is not practically feasible.
Under Sales Tax General Order (STGO) 15 of 2026, the FBR said manufacturers and importers of small confectionery items such as chocolates, candies, and toffees may print the retail price and applicable sales tax on the outer package instead of each individual wrapper if the limited surface area makes compliance impractical.
The relaxation applies to packages containing up to 100 pieces, provided the maximum retail price per item does not exceed Rs5 and all other provisions of the Sales Tax Act, 1990, and STGO No. 08 of 2026 are fully complied with.
The decision follows industry representations highlighting the practical difficulties of printing the required information on very small wrappers while maintaining compliance with sales tax regulations.
