NTC imposes provisional anti-dumping duty on imports

The National Tariff Commission (NTC) has imposed a 17.42% provisional anti-dumping duty on imports of Biaxially Oriented Polypropylene (BOPP) self-adhesive tapes in jumbo rolls from Vietnam after a preliminary investigation found that dumped imports were causing material injury to Pakistan’s domestic industry.

 

The investigation, launched on April 30, 2026, followed a complaint filed by Universal Coating Films (Pvt) Limited and Tri-Pack Films Limited. The NTC concluded that Vietnamese exporters were selling the product in Pakistan at unfairly low prices, leading to increased import volumes, price undercutting, higher inventories, and significant losses for local manufacturers.

 

The product covered includes water-based acrylic BOPP self-adhesive tapes in jumbo rolls wider than 200mm, commonly used for packaging, carton sealing, and industrial applications, and classified under PCT codes 3919.9010 and 3919.9090.

 

The Commission said Vietnamese exporters and producers did not provide the required information during the investigation, prompting it to calculate dumping margins using the best available information under the Anti-Dumping Duties Act, 2015.

 

The provisional duty will remain in effect for four months from the date of publication and has been set at the injury margin, which the Commission considers sufficient to offset the harm caused to domestic producers.

 

Imports used as inputs for export-oriented products or foreign grant-in-aid projects under approved duty exemption schemes will remain exempt from the duty.

 

The dumping investigation covered the period from January to December 2025, while the injury assessment examined the period from January 2023 to December 2025. Interested parties may request a hearing within 30 days, while the NTC is expected to issue its final determination within 180 days.
