SBP Reforms Create New Investment Avenue as Banks Revise Deposit Strategy

Recent State Bank of Pakistan (SBP) reforms are expected to reshape banks' deposit strategies by limiting the minimum deposit rate (MDR) requirement to individual depositors with balances of up to Rs10 million, while also opening direct access to government securities through the newly launched InvestPak digital platform.
 
From August 1, banks will have greater flexibility to determine returns for high-net-worth individuals, trusts, and private companies that are no longer covered by the MDR requirement. Analysts believe the move will encourage banks to offer more customised products and pricing to larger depositors while improving profitability.
 
The launch of InvestPak allows retail and institutional investors to invest directly in government securities, broadening the government's investor base beyond commercial banks. While experts say the platform could reduce banks' dependence as the government's primary lenders, they do not expect a significant decline in deposits, as banks are likely to remain competitive in attracting liquidity.
 
Market participants also noted that InvestPak could enhance price discovery and strengthen Pakistan's capital markets by giving investors direct access to government debt instruments. However, they cautioned that wider adoption may take time due to the complexity of money market investments for retail investors.
 
Analysts added that Pakistan's banking sector remains highly liquid, and the greater challenge to private-sector lending lies in improving financial documentation and credit transparency for businesses, particularly small and medium-sized enterprises (SMEs), rather than a shortage of funding.
